During the 2004 APPL convention, a
task force was formed to draft a standardized agency reporting form that
cooperating associations, interpretive associations, and friends
organizations could use to report their contributions to their agency
partners. The task force, comprised of representatives of APPL member
organizations and each of the public land agencies, agreed to the
following concepts:

The standardized report would be based on the IRS 990 reporting
form. It would replace the NPS 10-40 and other similar agency report forms
currently used.

A set of guidelines and forms for reporting would be
developed to ensure consistency between all not-for-profit partners. All
not-for-profit partners would be required to submit the report to each of
the agencies they serve, along with a copy of their IRS 990 form.

The
reporting would be done on a national level, shown by agency served.

The
purpose of a standardized reporting form is to streamline reporting to
multiple agencies -- reducing the reporting burden, while at the same time
providing beneficial information to the agencies.
The task force has done an excellent
job, with special assistance from Chesley Moroz and Jack Ryan of
Eastern National, who have taken the input from the group and put it
into the formats attached below.
The GAO
report on NPS practices regarding Cooperating Associations and Friends
groups was released to the public on August 18, 2003, 30days after being
sent to the House Resources Committee. It is available on the GAO
